The Counter-Terrorism and Human Rights: An Analysis in the Context of Pakistan

In the state of Pakistan, the state security and counter terrorism in order to societal rights and individual's liberties represents a multi-faceted challenge requiring a balanced approach. Building upon this study aims to evaluate the government measures put in place to tackle terrorism threats including prevention and remedying threats, in addition to constitutional obligations owed to groups of citizens considered as counterterrorism citizens. Textual analysis and a doctrinal legal methodology are combined in an effort to identify the limitations of this framework and to consider alternative approaches. The study examines the limits to such personal freedoms in the name of counter-terrorism objectives and assesses the structures and polices created under such initiatives. It goes on to examine the levels of policing used and their mechanisms of accountability and central to these are measures like detention without trial of alleged terror suspects, extensive surveillance and restrictions on the press on questionable grounds, targeted operations. These steps have already caused mass apprehension among the people, who are often afraid to trust in being led and are unmindful of working with their leadership, or being governed. These developments encourage partnership between multinational organizations, and promote programs on personal security and community involvement at both the national and international level.
