America’s concern with weapons of mass destruction (WMD) terrorism has steadily risen as a national security priority throughout the 1990s. High profile terrorist attacks and the well-publicized proliferation of nuclear, biological, and chemical (NBC) weapons have combined to cause many Americans to conclude that it is a matter of when, not if, a WMD terrorist incident will occur in the United States. Congress and the President have both been swift to react to the rising threat and the public’s growing concern. This paper explores how Congress has reacted to real-world events, public perceptions and the actions of the executive branch in response to the threat of WMD terrorism in the 1990s.
